During a conversation with Sedrak Baghdasaryan, the head of the Victims of State Needs NGO, www.aravot.am learned a series of sensational facts about selling the apartments in the elitist buildings constructed at 70-80 Aram Street.
Let us inform that 25 residents of Buzand Street should have been given apartments in those buildings, but they haven’t gotten those apartments so far. As for what had really happened, S. Baghdasaryan told during a conversation with us. He stated, “The construction work in Aram Street was done in 2004 by Gapshin LLC. The founders of the organization are Gagik Papoyan, Simon Aghazaryan and citizen of the US Pavel Andersen. Charges have been brought against G. Papoyan and S. Aghazaryan and Andersen is in the US.”
Talking about the fate of the residents of Buzand Street, Mr. Baghdasaryan stated, “The residents of Buzand Street should have been given apartments in those buildings. 25 citizens expected that they would get an apartment three years later in Aram Street, but in reality, those citizens have been vagrants till now, having only a piece of paper in their hands, which, I apologize, has become a toilet paper. As a result of the research we have made, we have found out that Hovhannes Hovsepyan, the head of the President’s Rechecking Service, has and must have gotten by the decision of the court 11 apartments in those elitist buildings constructed in Aram Street, also his wife, sister, sister-in-law, mother-in-law and Levon Hakobyan, the head of the Office for Carrying out Projects.”

Going into detail, Mr. Baghdasaryan stated, “Those apartments were sold at the time by Bars Agency, the owner of which is Robert Kocharyan’s relative. Those 142 apartments, which were sold through Bars Agency, were registered in the cadastre under the names of more than 700 citizens. Therefore this example testifies to the fact that there has been no state need and higher interest. Construction is just money laundering, construction has become just a dirty deal to make money.”
