During election campaign meetings, Hrant Bagratyan, an Armenian National Congress (ANC) MP, advised residents of Martuni to throw a shoe at Serzh when he came. www.aravot.am inquired of ANC MP Nikol Pashinyan today whether the ethics committee of the National Assembly could consider such issues, if Serzh Sargsyan or another citizen applied, since he was the chairman of the ethics committee. Nikol Pashinyan replied, “The ethics committee functions in the framework of applications it receives. If there is a respective application, the ethics committee and, naturally, I will ensure the consideration in accordance with the law.” We inquired whether Serzh Sargsyan himself had to apply or a third party could apply too, he said, “The Rules of Procedure stipulate in which cases, who
can apply. There is Article 24.3 of the Rules of Procedure, which stipulates who can apply to the ethics committee.”
Nikol Pashinyan explained that when the committee receives an application, it goes through the chairman’s preliminary examination and he presents an opinion on the presence or absence of grounds to refuse to consider the application to the committee. We asked to clarify whether Samvel Alexanyan or Ruben Hayrapetyan could apply to him, given the fact that they called them “Lfik” and “Nemets” respectively, he said, “I have already said that the National Assembly Rules of Procedure clearly stipulate who, when and how can apply to the ethics committee.”
