Today www.aravot.am asked Seyran Petrosyan, the deputy governor of Shirak, whether Vardan Ghukasyan, the mayor of Gyumri who had handed in his resignation before time, had tendered his resignation to Governor Ashot Gziryan. Let us remind that his term will end on November 12, but the mayor handed in his resignation yesterday. “No it is not in accordance with the procedure, if he writes that he resigns from the office, he tenders it to the council, which makes a record, then it is presented to the head of government. And the head of government considers it within 3 days, if he accepts the resignation, only after that he appoints an alternate,” the deputy governor explained.
Since the latest record of the council is not uploaded to the official website of the town hall and the council hasn’t stood out for its open and transparent work, the council’s meetings were like a government secret far from journalists’ eyes and ears, we called a few members of the council to find out what reason Mayor Vardan Ghukasyan had mentioned while writing a resignation letter at least in that way.
One of the members of the council, Gagik Adamyan, acting director of the Italian Polyclinic, said that he hadn’t been present that day, he had been busy. “But if a man hands in his resignation, we have to accept it and see him off,” the Republican Party of Armenia (RPA) member of the council who, by the way, has been reelected said.

Another reelected member of the council, Aramayis Baghramyan, an engineer at the gas office and a member of the RPA, communicated to us that there had been no explanation, reason in the mayor’s resignation letter; he had just written that he resigned from the office. In response to our question whether deputy mayor Gagik Manukyan had also handed in his resignation, Mr. Baghramyan said that he signed only the record regarding the mayor’s resignation letter.
Let us remind that on Sunday, during the celebration of Town Day in Gyumri, in response to a question of journalists why he was going to hand in his resignation before time, whether he was compelled to do that, the mayor said, “You, press agencies, must tell, you know it better than I.”
On the same day, while making his last report, Vardan Ghukasyan got nervous saying, “There are many people who rush, we will hand in our resignations within a month, 20 days and since I am a believer and since I have built a few churches, I don’t want to say who has been elected how, what has happened.”
The mayor said goodbye to the newly-built town hall, on the façade of which not only constructor Samvel Tonoyan’s name, but also Vardan Ghukasyan’s name is engraved as the designer and builder.
According to our information, some heads of departments who are friends or relatives of the mayor – Tsolak Chadryan, the head of the revenue department, Armenuhi Baghdasaryan, the head of the general department, the head of the financial department –tendered their letters of resignation earlier. According to our sources at the town hall, there certainly are some heads of departments who will adapt and continue to work with Samvel Balasanyan.
