Hmayak Hovhannisyan, the president of the Union of Political Scientists, made a revelation regarding Gagik Tsarukyan and the joint staff during a conversation with www.aravot.am today.
When the Heritage Party stated that the joint staff was the staff of the PAP and Robert Kocharyan, members of the Armenian National Congress started to deny that saying that it would sooner be Fantômas’s joint staff. Members of the joint staff assured that it was an independent platform for fight against election fraud.

Whereas Hmayak Hovhannisyan revealed that the joint staff had belonged to the PAP and Gagik Tsarukyan had paid money every month to keep the joint staff, “The reality is that the joint staff should have operated as I stated at the pre-election, election and post-election stages. On the eighth day of every month, Gagik Tsarukyan would provide certain financial means, in order that the joint staff was able to operate. On May 6, we had an election. On May 8, he had to materially guarantee the activities of the next month. However, Gagik Tsarukyan told me that the joint staff was closing down, there would be no joint staff etc. I was compelled to give an indefinite leave to the staff that we had.”
We asked to clarify whether he was talking about a large sum of money, how much money Mr. Tsarukyan had given. Hmayak Hovhannisyan replied, “It was about current expenses. It is a sum that accounted for 2 percent of monthly expenses of the Civilitas Foundation.”
In response to our observation that it turned out that the Heritage Party was right, the joint staff had actually been the staff of the PAP alone, it hadn’t been independent, he had financed, naturally, he had dictated, Mr. Hovhannisyan said, “No, why? It is just that Gagik Tsarukyan suspended the post-election developments of the joint staff. They collected 500 thousand votes and there were speculations about the Prime Minister’s office. During that time, it was necessary to dissolve that joint staff, along with Hmayak Hovhannisyan, before the negotiations, in order that it didn’t impede. Because a task of changing the Prime Minister was taken on. The PAP proved that controlling the Prime Minister’s leverage was essential for the PAP. And in order to solve that issue, the post-election developments had to be ruled out, that is why the joint staff was disrupted. The joint staff was dissolved, Hmayak Hovhannisyan was taken off the list and that was the price the PAP paid for the
Prime Minister’s office, but it didn’t get it. So Gagik Tsarukyan stung Hmayak Hovhannisyan and Serzh Sargsyan stung Gagik Tsarukyan, figuratively speaking.”
