“We have said lots of times that in Circle Park, which is full of cafes, one cannot build a multistory building with such reinforced concrete constructions. However, we see those light cafes turn into constructions. It is one matter to put up something of light constructions and a different matter to build a multistory reinforced concrete building,” Mkrtich Minasyan, the president of the Union of Architects, replied to a question of www.aravot.am in this manner. We asked him what the reason for the collapse at 20 Khanjyan Street yesterday was and whether the existence of such a building in the park was allowed. In the architect’s opinion, it is not ruled out that the incident happened as a result of technical
oversights, but he said, “A commission has been formed, which will examine and tell about the results.” There were speculations yesterday that the builder had had the construction built with deviations from the design, which had caused the collapse. We inquired of Mr. Minasyan as a specialist whether there were many cases when the builder deviated from the approved design and who had to supervise, in order that it didn’t happen. “The cases when this or that construction is built with deviations from the design are not few, say, 6 stories are planned, but, lo and behold, they have made them 8. Those are unacceptable. There are technical supervisors who must supervise the building process and whether it is built correctly or not. They are the ones who must forbid the builder,” Mr. Minasyan said.
Experts of the Union of Architects regularly participate in the meetings of the urban development council. According to the president of the Union, they always raise those issues, but no one tries to ban or prevent.
