When Government Resources and Social Desires Do Not Match

 The 2013 budget was adopted a few days ago, although 4 parliamentary groups voted against. Even after the budget was adopted, people from different walks of life continue to express complaints and concern about the main financial document of the year. Karen Andreasyan, the Human Rights Defender, and Areg Mikayelyan, a leading scientist of the Byurakan Observatory, also expressed concern.

Doesn’t this barrage of complaints testify to the fact that the society was nonetheless against this version of the budget and won’t the ruling party have difficulties with solving multifold problems facing the society with this kind of budget?

We got the answers to these questions during a conversation with Gagik Minasyan, the chairman of the Standing Commission on Fiscal, Budgetary and Economic Issues of the National Assembly. He stated: “The budget law of any year is a law, and it should be implemented. Concern is expressed mainly because the spending is less than one would like

it to be. It is quite understandable, the phenomenon is characteristic of our country, as well as any country. It is a thing characteristic of all countries around the world. However, it doesn’t mean that the budgets adopted in those countries should not be implemented. They must be implemented, in order that those problems are eased. There have always been discussions with the society, and those are continuous processes. The problem is lack of resources, and desires that don’t match with limited resources.”
