Serzh Sargsyan’s speech at the Republican Party of Armenia (RPA) congress was assessed in two ways: official-miry, “Being encouraged by our historic decisions, we have united around our dear party more closely,” and oppositional, “And what about Nemets (German) and
Sashik?” It is obvious that no one among politicians cares about analyzing the speech’s content, understanding the content. Naturally, the majority hasn’t even read it. In such cases, I am interested in what specialists, who don’t have anything to do with this or that clan, think. I asked Levon Shirinyan that question at P.S. on A1+ two days ago, and he said that the text of the speech was a program of revolutionary modernization, it was another matter whether the government would implement it or not.
Does the president’s entourage have that conception of modernization? Firstly, let me quote the speech: “There is no alternative to pluralism, political freedoms and freedom of speech. This is an important principle, and in order to maintain and develop it, we have a lot of things to do. Tolerance is the pillar of political processes in our country. While solving problems that exist in Armenia, we have to rule out discrimination, repression of dissidence and other disrespectful approaches. The guarantee of a healthy political system’s development is constructive and responsible criticism. Development of a multiparty system and a constructive dialogue between political parties are important elements of secure Armenia. We have pursued a bridging policy in the past few years, and this principle will continue to be on our agenda. There is no alternative to the principle of national and social harmony.”
The goals are clearly defined, and any thinking man, whose mind is not obscured by idées fixes, will agree with those principles. It is another matter that the majority of Serzh Sargsyan’s current political team is absolutely unready to not only put those principles into practice, but also comprehend them. Those “figures” can exist only in an atmosphere of intolerance, impunity and arbitrariness.

So the question is not whether Serzh Sargsyan will be reelected or not; it seems everything is clear here. The question is whether he can be reelected without the assistance of Mher of Tokhmakh and a few dozen people like him. I hope he can. If not, modernization will be postponed for 5 more years. It is a dangerous option.
