Can Nikol Pashinyan’s Civic Contract Change Anything?

Nikol Pashinyan has put forward a draft civic contract. According to the document, the Civic Contract’s purpose is the following: “The purpose of the parties to this contract is to establish new social, political, legal, and personal relations between citizens of the Republic of Armenia, based on equality of all men before the law, full protection and exercise of human rights, gender equality, maintenance and development of the Armenian people’s national

identity, independence, and sovereignty, and the need for providing the people of Armenia with real leverage to exercise power.” www.aravot.am inquired of Zoya Tadevosyan, a member of the Armenian National Congress (ANC), whether one could consider this proposal as a start of a new process. She replied: “Until the presidential election is over, there can be no talk of putting the proposal into effect. We will see after the presidential election. I think Nikol is not in a hurry in that regard either.”

In response to a question whether she thought highly of this proposal, Ms. Tadevosyan said: “I cannot but think highly of any good proposal. If the proposal aims at uniting the nation, certainly, one should think highly of it. Time will tell. I cannot make predictions. This political stage is so confusing and, frankly speaking, corrupted to me that it is hard to make any predictions anymore. In the past, a prediction proved to be accurate in a short period of time, now no prediction proves to be right.”

In response to our question whether N. Pashinyan’s proposal could become a means to unite active part of society, as a result of which there might be positive changes, Z. Tadevosyan said: “What you say is not visible yet; I don’t know about the future.”
