Talking about the non-governmental forces’ possible consolidation in the Yerevan City Council election, Ruben Mehrabyan, an expert of the Center for Political and International Studies, noted during a conversation with Aravot: “With regard to the ‘threat’ of the forces that didn’t participate in the presidential election to take power in Yerevan, it is obvious that the main role here is played by the Prosperous Armenia Party (PAP); I greatly doubt that the Armenian National Congress (ANC) and the Armenian Revolutionary Federation (ARF) will reach the minimum threshold necessary to enter the city council. As for the PAP, its percentages will depend on how actively law-enforcement bodies and society will forbid their, to put it mildly, non-political methods of collecting votes. The residents of Yerevan don’t need tractors, garbage trucks will not impress either; one is left with the factor of cash, to which the press alerts already.” Ruben Mehrabyan is convinced that without that “adjacent” factor, it will be difficult for the PAP to think about “conquering” the capital, since according to the expert, “The resident of Yerevan can hardly think of a greater curse since the times of King Argishti, than Mayor Vartan Oskanian.”
