Recently “Hetq” had referred to the businessman Paylak Hayrapetyan regarding the issue of his dispossession. According to the results of the examination conducted by investigative media, the dispossession of the businessman is directly related to «WLISPERA HOLDINGS LIMITED» offshore company registered in Cyprus, whose shareholders are the RA Prime Minister Tigran Sargsyan, the Ararat Diocese Archbishop Navasard Kchoyan and “jeweler” Ashot Sukiasyan. In connection with this publication, the RA Prime Minister issued denials stating that he will apply to the RA Prosecutor’s Office. Today the Prime Minister has already applied to the Prosecutor’s Office.
“Transparency International Anti-corruption Center” NGO, amongst various projects, is also involved in examination of high-ranking officials’ possession, their involvement in business activities.
Aravot.am inquired from Varuzhan Hoktanyan, Executive Director of “Transparency International Anti-corruption Center” NGO about their position in this regard and who do they trust more – the RA Prime Minister or the media publication. He answered: “There is no issue of trust and non-trust. As I understand, the Prime Minister has applied on the grounds that someone was registered instead of him as a company shareholder under his name. The Prime Minister does not say that “Hetq” lies. The issue is that he cannot deny that there is such a document”. We inquired if V. Hoktanyan believes that such a thing is done without the awareness of Tigran Sargsyan. He replied: “It’s hard to believe, but on the other hand, such things can happen. It is a little hard for me to say what the prosecution will reveal. Now “Hetq” will become curious to find out where the document is from. It is difficult to say how impartial this would be. The prosecutor may also decide to show directly that all this is only fabrication. In this case, it is hard to believe that it was done without the awareness of Tigran Sargsyan, but there is also the issue of the presumption of innocence. On the other hand, applying to the Prosecution’s Office does not yet mean that he is not guilty, that they had done it without his awareness. Let’s wait and see what the investigation shows.” V. Hoktanyan raises a number of questions related to the case and particular mentions: “The first problem here is the issue of dispossession. And it is connected with the name of Soukiasyan. It is a question what is the role of the Prime Minister in this matter. I do not know the specific facts that the Prime Minister had played a role in this regard, but also such issues arise whether among these amounts were pledged and sent to “America Bank”, whether some resources from the state budget were sent to the account or not. It’s natural that having an offshore bank account is not a good thing, but let’s also wait.”
