“They might have called the Military Commander and asked him to urgently send a duty detail to set up an order in this or that neighborhood.”
The previous evening, the “A1 +” has released the video of the incident at the house the former Governor of Syunik Surik Khachatryan, which was really reminding an action movie. The video, however, in some sense, complicated the situation more and more, because many new questions were added to those that were raised. The piece of news that was extended earlier that Budaghyan brothers had an armed attack on the Governor’s house, in fact, does not meet the reality. The video clearly shows that the “bodyguards” of the Governor are waiting for something or someone, they were anxiously going back and forth. And the most remarkable thing in the entire history is that according to the video the events at the Governor’s house are developing for about an hour and more, and although the video is silent, but it is clear that during all that time there are shouts and roars, hue-and-cry, ultimately, shots are heard, and after all these facts Surik Khachatryan announces that he was asleep and unaware of outside events developed. After a lavish feast and fiesta, Surik Khachatryan has probably taken some drowsy pills, otherwise, how he could stay asleep during all this time.
Yesterday in a conversation with “Aravot” regarding our observation, the former political prisoner and a member of Supreme Council Azat Arshakyan expressed an opinion that it has two explanations. First, the relatives and kinsmen of Surik Khachatryan did not consider important to keep him informed about this event, which is too bad. “Not only at his house, but if such incident happens in the Marz, in all possible variants the Chief administrator of the Marz, Surik Khachatryan, need to be informed,” – said Azat Arshakyan. To the question why he was not informed, he added: “Either they do not understand who is Surik Khachatryan ex officio, and who are they, as citizens, or understand, but this is the assessment that they do not give importance to this position.” Our interlocutor tends to be the version that they had given importance, but for some reason the public was misled by Surik Khachatryan and participants of the event. Azat Gasparyan considers such an attitude
of Surik Khachatryan a “rough treatment” towards his employer. “It becomes zugzwang. It’s too bad that the participants of the event have neglected Surik.

If he does not respect the public, since the responsible official should have a responsible conduct, it’s also bad. Surik is also responsible to his colleagues, how more it is possible to discredit the authorities of Armenia. It’s too bad. It is a situation that the event participants are vulnerable from all sides.” Under this circumstance, Azat Arshakyan does not signify who is guilty and who is innocent. “There are law enforcement bodies, especially they are quite effective recently, and, with making one direct call, the participants of the incident may refer to the military commanders on the highest level, as it was said by one of our respective government minorities. They could call the military commander and say urgently send a duty detail to set up an order in this or that neighborhood.”
There is also one remarkable episode in the history. Two days after the incident, the military prosecutor of Armenia Gevorg Kostanyan, in his interview, seems to assume the role of an advocate for Surik Khachatryan and has already been trying to prove that Surik Khachatryan was not present at the event. Azat Arshakyan ironically noted, – “It is possible that Surik Khachatryan was not really present. After the feast and fiesta, he had fallen into a lethargic sleep. But I think that the prosecutor is the eye and the keeper of the law in Armenia, the military prosecutor is a little more obdurate keeper of the law. He is not the person to mitigate, he should be obdurate and suspicious, the court and the lawyers will find mitigating circumstances.”
Our interlocutor considers the incident an unfortunate incident and expresses condolences to the relatives of the deceased Budaghyan. He wants everybody to draw lessons from what happened in order to avoid any more such tragedies. He believes that the era of Surik Khachatryan thus ended in Syunik Marz. “This put an end to his political career. But, in general, if we say, that Armenia will become a heaven, I doubt. Armenia has already been a paradise, according to Alishan. But it is necessary to prevent the crime using all possible means, to restrain the criminals, especially, when there are such.”
