Directed processes, or organized ‘conspiracies’?

On Saturday, the meeting held at the Presidential office contained some significant layers. First the meeting took place under the conditions when our entire society is waiting for Serzh Sargsyan’s decision in the result of the ‘offshore’ scandal.

A common citizen who has not grown in the details of the “offshore” scandal, nor in the attorney general’s statement in Cyprus, is just interested to understand one thing whether the officials in this country, in general, consider themselves responsible for any process, or not. And the fact that such a scandal in any more or less civilized country would be a reason for resignation not only of the Prime Minister, but of the entire government, is beyond doubt. Serzh Sargsyan, who does not like to take drastic steps, perhaps it would be correct if he had taken a drastic step, at least once, especially given the fact that four years later he would hand over the power, and in the second stage of the power, the leaders are already thinking about leaving positive assessments in their history, the provision of which, under the conditions of such a Government, is unlikely to succeed, if not almost impossible.

And thus, in this situation, a meeting is held, which, firstly, was not attended by the second official of the Republic, the President of the National Assembly, who earlier, to put it mildly, was not hiding the admiration in the National Assembly regarding the findings of CC President.

Serzh Sargsyan appears to be quite sensitive to the political processes, more precisely, in redirect those processes in “correct” way. In the result of this meeting, today, an atmosphere is created in which mostly hints us that events took place within the power that are invisible for us, ordinary mortals, which revealed controversies existing within the power.

The fact that there is a serious potential for conflict of interest within the government, and it can be incessantly expressed, of course, there is no doubt here. Moreover, it seems that the lack of users from government idleness is not felt. But the whole problem is whether Serzh Sargsyan controls the process, or the situation may come out of his control.

If Serzh Sargsyan will stay true to his principles of not taking drastic steps, we can concluded that the presidential meeting, the instructions assigned to different wings of the power will become the basic political discussed processes and nothing more, but some time later, the passions will come down, even the CC President will not remember ‘eaten up’ millions (in fact, in any more or less civilized country, the president’s public criticism directed at him, the President of Control Chamber, would either long ago presented clarifications and explanations to the public, or should have resigned).

Let’s put aside the kinsmen relationship between Hovik Abrahamyan and PAP President, the past of PAP member of CC President Ishkhan Zakarian, and the discussions from time to time connecting all their names with Robert Kocharyan, and the circulation of versions of organizing “conspiracy” within the authority. It is noteworthy that the events in the political processes of Armenia are occasionally boiling exclusively in the field of the power, not in long ago desolate field of the opposition.

The emptiness of the opposition four months later after the re-election of Serzh Sargsyan may already promote to appearing another factor as well, to the phase of orientation in the issue of the successor of the power. This is one of the most important issues that will create a fertile ground for new political intrigues, conflicts of interest and new displays, clarifications, agreements and decision-making processes. It is possible that Serzh Sargsyan does not have the issue of the successor in the agenda yet, but regardless of political processes circulating in the government elite, they are going to confront with the said issue, and it is possible that the recent events were as a result of it.

However, what solution will Serzh Sargsyan prefer, perhaps in the coming weeks, months, will become more distinct. Depending on that decision, the degree of sincerity towards the “offshore” scandal and the findings of the Control Chamber, and their subsequent processes.
