The second President of Armenia sometimes says true things. For example, once to my question what would you say about complaints of businessmen regarding the tax pressures, he advised to divide both the appeals and justifications of tax bodies in two halves and to combine two true halves of different “sources” together, thus getting the true picture. Now, I recommend applying the same methodology towards the Control Chamber and accusations of the Deputies on the one hand and towards the government justifications on the other hand.
Those who have a political interest in the events, tend to accept the desired for real, “new cracks appear on the pyramid of power”, “mid-clan fight is aggravated,” and so on. I have read in a few places, namely, that the NA President stands behind all these, and that he is preparing a kind of conspiracy or coup. Those who think like this are either naive, or are unaware of, or (which is more likely) are involved in ‘mutilations”. Armenia, as well as Russia, is a country of “power statehood” (by the way, I have not heard that, let’s say, the supervisors or the Ministers of FBI in the United States, CIA or Defense are called “power”). The coups are carried out by those who have power, as it happened in Russia in 1991 (unsuccessful), or in 1998 in Armenia (successful). Ay, if Seyran Ohanyan, Vladimir Gasparyan or Gorik Hakobyan start to be involved in politics, be aware that a plot, a coup is possible. Hovik Abrahamyan neither personally, nor by ex officio is capable of such things.
The discussion of issues (both offshore scandal and the CC report) remains. It is a positive phenomenon by itself, who said that the Parliament and the Government, MPs and Ministers should coo like pigeons from morning till evening. It is desirable not to be like that, they should always be in dispute with each other, balancing each other. It is also desirable that the parliamentary majority does not have the opportunity to approve the government’s decrees alone, as it is, unfortunately, in Armenia. It would be much better that not only the Republican delegates and te Republican Minister take part in these discussions, but the representatives of the opposition and the “alternative”. But we have what we have, it is even better to discuss possible abuses of the Executive under this conditions or to remain silent about them.
In fact, the MPs in the all the countries are required to be more “populist” than the ministers. Because the MPs are elected or, at least, should be selected, and the Ministers are appointed. Of course, it would be the best that the MPs are really elected in Armenia.
