“We all know that the authorities also accept publicly that migration is an issue without a solution of which there will be no progress. What is the cause of migration? We all know what attitude people have towards the authorities. There is also one factor, which leaves a very serious impression on the mood of the people, on the people, who make the decision to vote with their feet, that is, to leave the country,”- said the ANC party member Vladimir Karapetyan to the Congressmen during the protest action in front of the Prosecutor’s Office. He mentioned the example of yesterday’s events in Georgia: “The new authorities came to power, announced that the predecessors have done a lot of crimes, and arrested several people. Some are now in prison, with a vary tough charges. Yesterday, the court decided to release 4 people. Among them were the former Minister of Interior Affaires, the chief of the General Staff, and other senior officials who were accused of very serious crimes.
The court, in spite of the pressure of the authorities, and it is clear that the authorities wanted to do everything to see these people in prison, decided that these persons have not committed any crime. It shows that the court in Georgia is really independent, it could make a decision on its conscience, on the basis of laws, and not instructed by this or that politician. You all know very well how big is the gap between Armenia and Georgia, as well as in this issue. We are also a few years behind in judiciary issues.” Vladimir Karapetyan also accused the Republican party MP David Harutyunyan, saying: “No one has forgotten who carried out judicial reforms in Armenia for 10 years. It was David Harutyunyan, who has utilized dozens of millions that the international organizations were sending to Armenia for judicial reforms. And we have a court that gave hundreds of political prisoners. This was followed by another, more unsuccessful ministers of justice, one of which does not raise a finger now to achieve the point that the judicial authority would be truly independent.” According to Vladimir Karapetyan, the European Court of Human Rights is going to make a decision on the matters of political prisoners. “The only solution is that in Armenia the judges, who imprisoned political activists and ANC supporters for many years, should be punished and will indemnify from their pocket. Today, our court is an institution as the Prosecutor’s Office. The way the Prosecutor’s Office gets instructions and has no independence to separate itself and carry out its functions independently as it is stipulated by the Constitution, the same way the courts are treated. They seem to be the same presidential departments.” He agreed with Aram Manukyan that nothing affects this authorities except for the methods of pressure.
