Edward Sharmazanov about the recent resolution of the European Parliament
“Everyone is well aware that the international community has entrusted the settlement of the issue to OSCE Minsk Group, but the statements made by the heads of these states do not contain any reference to four resolutions of UN Security Council. It is absolutely an absurd to combine NKR conflict resolution with resolutions adopted twenty years ago before concluding the cease-fire. This can not in any way help the peaceful resolution of the issue, since their purpose is not a conflict settlement, but termination of hostilities, which was in 1993. Today, these resolutions can not be topical, and this is why there has been no references made to these resolutions in the documents of the Minsk Group or Co-Chairs countries,” said vice-speaker of RA NA Edward Sharmazanov in the interview with “Aravot” speaking about the resolutions brought to voting yesterday at the the plenary session of the European Parliament, in which there are contradictory provisions regarding the settlement of the Nagorno-Karabakh conflict. Our interlocutor said that no matter how much the references were made to resolutions of the UN Security Council, these resolutions also adopt that the fundamental principles developed by the OSCE Minsk Group and the statements of the leaders of co-chair countries serve as a basis for the conflict resolution, which are very clear. To recall that along with making reference to the statement made by the OSCE Minsk Group co-chair countries in Lakeville, there is also one paragraph in the resolution, in which a reference is made to the Resolution adopted by the UN Security Council in 1993. To remind also that the statement in Lakeville once again proves that the matter should be settled by non-use of force, based on the principles of self-determination of nations and territorial integrity. Armenia is constantly talking about it, and Azerbaijan has rejected and denies, the evidence of which is the recent behavior of Azerbaijan. As for the resolution adopted by UN Security Council in 1993, which throughout this period is used by Azerbaijan as a banner, does not undergo the logic of the statement in Lakeville.
The provision in the resolution brought to voting at the plenary session of the European Parliament regarding Armenia states that the European Parliament recognizes the progress in the direction of democratic standards in Armenia, and calls to ensure further progress in management system, reforms in Justice and combating the corruption.
Referring to this provision of the resolution, in the interview with “Aravot”, vice-speaker of RA NA Edward Sharmazanov said, “This, in fact, states that during these years the democracy in Armenia has been quite developed. Naturally, our European partners also state the efficiency of political reforms that were implemented by Armenia’s authorities together with our European partners.” The fact that the resolution states that they call Armenia to continue its cooperation with the European Union, to which Europeans are ready, Sharmazanov comments as follows, “This proves that Armenia’s policy to continue the dialogue with European colleagues, has found a complete understanding in Europe. In other words, all the comments and views that as if there is an end put to Armenia-Europe relations, and that the Europeans have shut the doors to Armenia, vanished.”

The resolution welcomes sustainable macroeconomic policies and structural reforms executed in our country, as well as further progress in the European Neighborhood Policy, in the direction of Armenia-EU action plan. Vice-speaker of the Republican party notices that the Europeans have also states the fact that the authorities of Armenia have achieved success in the fight against corruption in Armenia. It’s good that Mr. Sharmazanov is far from the opinion that corruption has entirely eliminated in Armenia, but he agrees with the opinion of the Europeans that the authorities of Armenia have achieved success in the fight against corruption in Armenia.
