What have Serge Sargsyan and Vladimir Putin come to?

Independent human rights defender Arbak Khachatryan thinks that Serzh Sargsyan signed “a memorandum of obedience” in Minsk

“If we view the issue in this dimension, three presidents of Armenia must leave hand in hand with each other,” said our countryman, Moscow resident, independent human rights defender Arbak Khachatryan in the interview with “Aravot”, addressing Levon Ter-Petrosyan’s recent article, in which he stated that Serzh Sargsyan’s resignation has no alternative.

Generally, he is of the opinion that neither Robert Kocharyan, nor Serzh Sargsyan, nor Armenia’s oligarchs would never want to appear in the current situation, when their property along with the country’s assets is at stake, therefore, he believes that we should start with the proofreading of the new history by providing the reality to the public and building new state and society based on true facts. “Nothing is defined by escaping. If Enver and Talaat were persecuted, one day they will be persecuted, too. People will come who will reveal the reality that has been carefully hidden.” He was surprised at the behavior of political figures of Armenia, a part of it, the president’s team, is silent, it is not talking about the wrong things of its team at the moment, moreover, it is trying to justify them, and the other part is voicing only accusations. The fact that nowadays Armenia is in such poor condition, Khachatryan considers the very surrounding of all three presidents is to be blamed.

What was the cause of significant differences in the behavior of the President of Armenia Serzh Sargsyan at the meeting of the heads of CU member countries in Minsk and the accent of the speech made at the Fall session of the Council of Europe Parliamentary Assembly? Arbak Khachatryan can not find the answer to this question. As to what questions were raised before Serge Sargsyan in Minsk, as a President and as a person, what personal arrangements he had with the President of Russia, what promises or guarantees he had received from the latter, our interlocutor can not guess, too. But, he is sure in one thing: “Serzh Sargsyan signed a memorandum of obedience in Minsk.”

To recall that according to the document signed in Minsk, Armenia is obligated to be abstained from any statement or action contrary to the interests of the Customs Union. Analyzing the outcomes of the Minsk meeting, our interlocutor came to the conclusion that the first there was no force in RF that could prepare the president’s visit, then judging from the statements made by the presidents of Belarus and Kazakhstan, the questions raised at the round table were not agreed upon, they were also a surprise for the President of Russia. “It was obvious that the President of Russia lost in his domain, he did not either expect those questions. As to what arrangements Serzh Sargsyan had with Putin that he kept silence, it was not clear. Why didn’t he raise questions against a country, which had supplied weapons to Azerbaijan and puts such a question? He just had to come out of there and left. Moreover, even to introduce harsh elements in the relations with Belarus.”

To remind that the matter is about the statement of President of Belarus Al. Lukashenko that Armenia must also take into account the interests of Azerbaijan when joining the CU. Our interlocutor does not yet consider the possibility of rescuing Armenia’s reputation fully exhausted. But, he does not also consider that nowadays refusal from the decision of joining the CU will make a significant change in Serzh Sargsyan’s rating and role of Armenia. “He was to do it on September 3 with his resignation. Once I have said that if you have dust cloth, it does not matter whom you are with. They say that Armenia is a CSTO member… does it matter whose member are you, if it does not work? The same is for the CU, it is not clear what it is, but Armenia is obligated not to make any decision and actions against it. It is just ridiculous.” Under this situation, Arbak Khachatryan thinks that the authorities of Armenia should seriously think about preventing migration and taking drastic steps to this direction. He is of the opinion that by bankrupting oligarchs, arresting them and confining them, the country can be recovered. He does not also support the theory of the opposition “you leave, we come, we are better.” Serzh Sargsyan major step and contribution in rescuing the state, our interlocutor considers in establishment of such a powerful force, which will be considered with beyond Armenia, and in transformation of the oligarchic system into a state system.

At the request of “Aravot”, referring to the recent “Russian march” of the nationalist held in Lyublino district of Moscow and in other cities of Russia, our interlocutor said, “The issue of nationalism is a plague all over the world, and it is impossible to stop it. The content against a “stranger” has already been implanted in these people, it is already in their blood, and it is not essential whether this “stranger” is engaged in plunder or just work”. As informed by “Dozhd” TV channel, a group of “Russian march” participants attacked the Caucasians near “Lyublino” subway; the Nationalists had also broken the windows of several cars parked near the subway. To our question what reactions can lead to such activeness of nationalists against Caucasians on the threshold of Armenia’s getting ready to join the Customs Union, our interlocutor said that people who organize these movements and use the hatred of collected mass, probably, are not even aware of parallel developing political events. According to him, Armenian political figures having the authority to make decisions should also consider such matters while making the decisions. As to what intimidations these Moscow developments present to our fellow citizens temporarily or permanently living there, our interlocutor, referring to the unofficial estimates, according to which, nowadays, there are as many Armenians living in the RF as in Armenia, said, “If so far we have not raised this problem and raised before our government officials to create jobs and normal state system, other problem, I think are not so dangerous. The difficulties for Armenians currently living and working in Russia, will increase, in particular, they will have to be relocated from the centers to suburbs, get adapted to that situation, and work in more difficult circumstances.”
