“Russian can not be Customs Union’s working languages, it is contrary to the Constitution of Armenia,” said the “Heritage” party secretary Styopa Safaryan, in the conversation with “Aravot.am”. To remind that according to “Radio Liberty”, Leonid Slutsky, Chairman of the State Duma’s Committee for the CIS, Eurasian Integration and Relations, expressed the opinion that the “In the Eurasian Union, the Russian language shall become the language, if not higher status, at least, technical status, because all documents and economic agreements would be in Russian, and Belarus and Kazakhstan have accepted it.”
“The Russian language can not have any status in Armenia, because the Constitution of Armen does not provide such a thing. Russian as a working language status in state institutions means that it would be the documents preparation language, which is impossible and unconstitutional. The barriers of the Constitution of Armenia do not vanish with the statements made by Russians; Armenia’s authorities can not open a window for implementing such encroachments against the sovereignty of Armenia and the language,” said Mr. Safaryan. According to him, “Even if we believe the painful nightmare that Armenia is a Customs Union member, the Customs Union shall be obligated to provide Armenian translations of all documents for Armenia, and these documents can have a legal power only when they are translated into Armenian. It would be good if the CU looks at the experience of the EU, where no one hurts the identity of other nations. Russia is a country of 150 million people, and in this case, they should begin intensively studying Armenian, and the Russian specialists should ensure the Armenian translation of the documents.” Referring to the Russian Federation Council Speaker Valentina Matviyenko’s statement that Russian should be strengthened in Eurasian area, and sufficiently large number of Russian teachers need to be prepared, said, “Last year, Matviyenko arrived in Yerevan and met Serzh Sargsyan, the Prime Minister and the Minister of Sciences and Education in mysterious circumstances. They also spoke on the subject of language, making the leadership of Armenia became a part of encroachment against the Armenian language. They agreed in the conspiracy with the RA authorities, and are trying to accomplish it, which we will not let them do it.”
