Government members never miss the chance to pride that at least in terms of public procurement their actions are transparent, because the procurement of one entity is public and is available in the government website. It’s another matter whether taxpayer funds are being spent appropriately.
For example, examining the section on Single Source Procurement of the Government website, it appeared that the Ministry of Foreign Affairs, so to say, is doing fairly expensive procurement. As to how successful is the policy of MFA in the international arena, perhaps the experts can assess, but the fact that millions are spent on brandy, air tickets, and receiving delegations and organizing caterings, is proved by the respective website.
According to one source procurement, on November 7, MFA concluded a contract with “Arteksim” company on purchase of only 2 million 563 thousand drams of brandy. In addition to million price brandy, this month, MFA also purchased brandy from one source procurement for 288 thousand drams, another time for 24 thousand drams. For the purchase of airline tickets, the Ministry of Foreign Affairs spent 5 million drams. This Ministry does not make less expenditure on receiving international delegations, which attest the fact that the proper reception and high quality hotels are provided to our guests. For example, this month, MFA has spent 1 million 372 thousand drams for one time hotel services, another time 638 thousand drams, and again, this month, for one time it has spent 807 thousand drams for “lodging” of foreign guests at the hotel.
This month, MFA’s transport services costs have exceeded 1 million drams. For official dinner, MFA’s costs did not exceed 1 million drams. In one case, this month, the Ministry spent a total of about 24 thousand drams, 143 thousand drams in another case, then about 67 thousand drams, another time 355 thousand drams, in the same month another 221 thousand drams. The Ministry of Foreign Affairs, this month, has spent about 85 thousand through one source procurement to buy one wreath and 16 pcs of carnations. On November, the Ministry of Foreign Affairs has spent about 989 thousand drams for the service of technical maintenance of office cars. This month, the cheapest purchase of this Ministry is 9,500 drams, which was paid at the “Zvartnots” airport for meeting and seeing off 3 guests at the official delegation Hall. MFA has spent 25,500 drams for meeting and seeing off another delegation in the same Hall.
