In the coming days, Samvel Harutyunyan, Goris Mayor for the period of 1992-94, co-president of Regional Slef-defense Committee, will send an open letter to Serzh Sargsyan as the main sponsor of the former Syunik Governor. So far, Mr. Harutyunyan is not willing to detail the contents of the letter. Referring to the criminal case filed against the former Syunik Governor Surik Khachatryan, based on his publications at the Syunik regional department of the RA Police, particularly clarified, “One of Goris residents, Robert Hakobyan, who previously was a police officer, has applied to the Syunik Prosecutor’s Office, enclosing my publications about Surik Khachatryan’s crimes with his application, and claiming to bring criminal charges against the crimes committed by him and his gang. Surprisingly, the main publications were made by me, but still I have not been informed of the criminal case by the investigation service or the Prosecutor’s Office. I am ready to give respective testimony regarding the facts published by me.” Mr. Harutyunyan is still not aware of exactly which of his publications was a base for filing a criminal case in Syunik. “I can not even say the name of the criminal case, I just learned that a criminal case was filed, and investigations and inspections are performed in Goris municipality, I have no other information.” The former mayor of Goris is convinced that the U.S. Ambassador to Armenia John Heffern’s interest in the events of June 1, and the reason of the meeting with the Attorney General Gevorg Kostanyan to find out the details is due to the circumstance of noticing “other atmosphere” in Armenia. “There is a gang rule in Armenia, there are only allegations about equality, elimination of impunity, and unavoidability of punishment… perhaps Mr. Heffern had noticed how the former executioners are turned into victims, and the victims- to executioner.”
