Why does the construction sector in Armenia continue to go backward? Because during five years, the number of beneficiaries, the consumers of the construction has been decreased, tens of thousands of people have left Armenia. Because the terms of mortgage loans have been deteriorated, and the loans for such beneficiaries have become more difficult, and risky. Eventually, because the people have no confidence in the future, and in such a mood, people prefer not to buy a house, or build one. I do not know whether there is any rational person in Armenia who would try to refute this explanation made by the second President of Armenia, Robert Kocharyan. Of course, one may “play tricks” with numbers, or “changed the subject of the conversation.” For example, if I ask you: you had 7 apples, now you have 4, what happened? And you say: “Apple is a fruit, which grows on a tree, these trees were still written about in ancient Greece and Rome.
If not the 2008 financial-economic crisis, we would also have had a lot of apples.” But, this answer, naturally, will not suffice any journalist, and I, personally, as well as the second president, also do not believe that the 2013 economic situation can be explained by the 2008 events. In short, in the future Tigran Sargsyan-Robert Kocharyan debate, the latter is correct with regard to the content. As for the style and vocabulary of the answer given to 2rd.am, if you wish, for the “accent”, “rational and moral degradation”, “pugs” and so on, they express characteristic features of the second president. This figure, along with his indisputable merits, cannot talk about his political opponents without poison, evil, and vindictiveness. One can hear the “accent” in his speech, which was available in “Haylur” in 1998-2008. And, why only in “Haylur”, in all media that were standing closer to the then president. Recall what they were saying about the opposition, and, in particular, Levon Ter-Petrosyan. (Now, when the relationship between the first and second presidents’ teams has somehow become warm within “real-politics”, all of these have been slightly forgotten).
In the last 5 years, this poisonous, malevolent “accent” is much more rarely broadcasted by the pro-government media.
And, vice versa, it is still voiced in kocharyan media, moreover, now about current authorities. To characterize the tactics of the second president, it is more appropriate to use the word in Russian, which was once used by Russian President Vladimir Putin: «мочить» (“do in”). When it is necessary, use words, campaign; when it is necessary, employ “organizational action” (blocking of “A-1” channel), when it is necessary, use weapon (“March 1”).

This approach which is totally applicable against the enemy during the war resulted in multiple losses in Armenia. Yes, during Kocharyan, our country’s economic situation was better, and it was the outcome of the effective work of, firstly, the second president, and his team (it is not that they were lucky, and now the circumstances are against the current government, as the Prime Minister Tigran Sargsyan tries to present). However, 10 years ago the economic situation was not so good to raise nostalgia today. As for the corruption, plundering, and bureaucrats becoming millionaires and billionaires, the situation has not been changed in the last 15 years. Instead, today, versus to the period of Kocharyan, democracy, and freedom of expression is more developed (it is hard, for example, to imagine that under the rule of the second president, the TV channels belonging to the opposition and the “alternative” were on air), the accent of the debate has become more lenient and tolerant. Which is more preferably, you would ask? If I were an advocate of a team, I would say this one or that one. But, since this is an analysis, and not a promotional poster, I would say that both are historical stages, which have their both positive and negative sides.
