For the government “to ask”

Funded pension related story convincingly shows that there should be distribution of roles in the society. Opposition (or “non-authorities”, “non-coalition forces,” the names are not important) is obligated to be engaged in populism and play with the emotions and instincts of the citizens: “plundering and looting,” “criminal regime”, “no one is left in this country” and so on. This is their job, their function.

Others: journalists, writers, and intellectuals, citizens who are not directly involved in politics are not imposed to please the public at any cost, and can act more rationally. I would even say that it is desirable not to please, because the cost of pleasing is giving tribute to endless complaints, grunts, and destructive moods. Whereas, people need to be explained that under any, even non-criminal, even paradisal regime, it was possible to reach something due to hard work, being deprived of some entertainments, calculating your steps for the long-term prospects.

In short, there should be people in the public who understand the nature of the problems. I’ve already stated my opinion about funded pension, the idea is sound, the path can not be avoided. Presently, the implementation of this idea is terrible, at the level of comrade Jabrail (Mher Mkrtchyan’s hero in “Caucasian captive” movie), “and who is asking her, the sack on her head, and that’s it.”

What should be done for the government to “ask?” “Replace criminal people with non-criminals, that is, with us,” will say the opposition. This is its prescription. In fact, I think, the problem is in political monopoly. “The executive and legislative powers come often to be separated, otherwise they may exempt themselves from Obedience to the Laws they make, and suit the Law, both in its making and execution, to their own private advantage, and thereby come to have a distinct interest from the rest of the Community.” These words were written in 1688, and the author of these words is British philosopher John Locke (by the way, I see the European values right in these formulation).

Thus, the institutional solution to the problem lies in the fact that X party controls Y party and influence its decision-making capabilities. Not because one is criminal, and the other, saintly, but because they control each other. Moreover, it seems to me that the very lack of balance make people and groups of people criminal.

The other mandatory condition is the confidence in government’s activities. But, we’ll talk about it next time.
