Unexplained luxury of state procurement agencies never cease to amaze. Among ridiculous procurements planned for this year, other than procurement of 511 pcs kitchen knives for the presidential staff, the procurement planned for the National Security Council staff is not less ridiculous. In 2014, we are surprised not at the cost of the products listed in the price-list of NSC procurements, rather than their volume. For instances, NSC has planned to use 150 kilograms of emulsion for 2014, for which 60 thousand drams was paid from the state budget. A kilo of emulsion adhesive, as specified in the NSC procurement document, costs 400 drams. And, 400 pcs at a total of 120 thousand drams is planned for procurement of glue for the paper, paperboard and textile. This year, NSC needs 40 pcs, as people used to say, floor mobs to sweep the floor. Anyway, the list submitted by them for the procurement of goods indicate 750 drams per unit for sweeping the floor, and 30 thousand drams will be allocated for 40 units. The same list indicates toilet papers by rolls, 70 drams per unit. The NSC has calculated that the NSC staff needs 1500 pieces of toilet papers for the whole year, and 105 thousand drams will the allocated from the state budget for it for the whole year. To clean the National Security Council offices, 50 pcs brooms are planned to procure for 2014 at 700 drams each, 30 pcs dustpans, each 1100 drams, and 68 thousands drams will be paid for purchasing these two items. And, 40 kg of detergent will be purchased for this ministry. Moreover, a detergent for the hand washing is listed, 650 kg drams a kilo. Of course, 144 thousand drams will be allocated from the state budget to provide the NSC staff with 90 plastic holders for the calendars, and 90 table calendars at 67500 drams.
Note that there are 90 employees at NSC, this was informed by NSC to Aravot.am. NSC, unlike SRC, wants to buy cheap pens, however, 4200 pcs of 3 different types of pens, of which the most expensive costs 550 drams, 380 thousand drams will be paid. And, also 1000 pcs graphite pencils at 350 thousand drams will be purchased for NSC. The list of expenditures for the NSC staff planned for this year leaves the impression that this department seems to be just opened and is starting to “improve their house” from zero. Let’s say they have planned to buy 60 pcs plastic buckets at a total of 27 thousand drams, 150 thousand drams will be paid for 200 pieces of garbage cans and 255 thousand drams for 850 pcs fluorescent lamps, furniture polish – 100 pcs at 65 thousand drams, 30 pcs door locks, 40 pcs latches, parts for the locks and keys, and 147 thousand drams will be paid for all of these. The most expensive costs for this ministry is the petrol, paper and tires. NSC needs 25 pieces of tires for this year, for which 1 million 900 thousand drams will be paid, almost the same amount will be paid for 1000 boxes of A4 paper. This year, about 20 to 900 thousand liters of gasoline will be needed to charge the NSC cars with “premium” class fuel, for which 9 million 600 thousand AMD will be paid from the state budget. Additional about 9 million drams will be paid from the state budget for the ministry mobile communications, and public telephone services, 3 million 657 thousand AMD for gas, and about 15 million drams for the electricity bill. The NSC also thought about getting rid of parasites; a total of 51 thousand 300 drams will be paid for services of disinfection and elimination of parasites.
