Political scientist. “Prime Minister is appointed a person whom the criminal and oligarchic system trusts.”

“Hovik Abrahamyan, as well as Serzh Sargsyan, or RPA Speaker Eduard Sharmazanov are acceptable to everyone, and all of them apparently is the criminal and oligarchic system”, such opinion was expressed by political scientist Stepan Danielyan in the conversation with Aravot.am responding to the question of whether Hovik Abrahamyan was the most acceptable candidate, and there was no other candidate in Armenia. As observed by Mr. Danielyan, Serzh Sargsyan had lost his confidence with this oligarchic system, which was associated with the policy of former Prime Minister Tigran Sargsyan, and to make the situation again under control, the President of Armenia appointed prime minister a person who enjoys the confidence of the system. To the question of Aravot.am that there were opinions that Tigran Sargsyan was trying to fight against the oligarchy, whether his resignation was associated with it, Mr. Danielyan said, “Yes, it was, in my opinion, Serzh Sargsyan, in the face of his policy implementer Tigran Sargsyan, was trying to narrow down the powers of criminal and oligarchic system and place them under a narrow family control. In other words, the fight was against the criminal oligarchic system, and the purpose was to fit the resources of this country into one family, the matter is about Serzh Sargsyan’s family. Because of this, the system, which in the form of such, was formed after 2008 in the form of coalition, he started breaching the agreement, the system began to come out of control. Let’s take into consideration the fact that Tigran Sargsyan’s government was not already supporting the interests of this system, so Serzh Sargsyan tried to go back to the 2008 agreements and appointed the Prime Minister the person who had been the Head of the staff during the elections and the godfather of the system, because the system was being formed during the elections and the arrangements are obtained with the Head of the staff.”

To our question that some analysts associate Tigran Sargsyan’s resignation also with economic factor, i.e., in terms of economic development, according to analysts, the former prime minister had failed, which is also considered by Serzh Sargsyan, therefore, he left the office, the political scientist said, “In my opinion, Tigran Sargsyan’s economic failures were due to hyper-monopolization, when the resource of the whole country are concentrated in the hands of Serzh Sargsyan and his entourage, then the competition disappears in the economic field; secondly, elimination of the rules of the game, due to which the investments were accessible to one power; thirdly, the moral-psychological condition of the society. When there is mistrust to the authorities, resulting in the growth of emigration, and the first cause of emigration is psychological, then economical, naturally they did their role that we reached the situation that is available now. There is absolutely no control over the budget, the government’s actions are incomprehensible to the public and were focused onto the business environment, there are many honest people in the business environment, but there are also many representatives of of criminal oligarchic system, this was the case that the current government was not beneficial to anyone.” As for some political forces’ entering-non-entering the coalition, and the Rule of Law’s withdrawal from the coalition, the political scientist considered the PAP’s entry to the coalition illogical, because they want the full power, and also considered the entry or withdrawal of the “Rule of Law” from coalition a non-significant phenomenon, “It seems to me that ARF would try at least for a short time take the chance of being a member of the government to solve their personal problems.”
