The only man’s spasm. Or, why has the worrier become nervous?

Robert Kocharyan spoke again, he again gave an interview to his non-official 2rd.am website

The reason was the recent suggestion made by Serzh Sargsyan on Constitutional Amendments making a transition into a parliamentary government system. However, the subtexts of Kocharyan’s response, indeed, are more than the reference to the topic of recommendations of constitutional reforms, which, first, is not yet discussed, nor adopted by the society. But Robert Kocharyan considered it appropriate to record, “The reform initiative stems solely from the authorities, voiced explanations are not convincing, they are extremely volatile, which has raised serious doubts about the real goals of the proposed amendments among the society.” Interestingly, since when Kocharyan has started to act on behalf of the society. And the matter that his supported party, the PAP, was used to highlight the transition to the parliamentary system of government, but not today, this also seems to be not less “suspicious” fact. Anyway, as today, so as during Kocharyan’s years in power, there has been no vital problem the country, the solution of which would prevent the Constitution, the debate, here, is even redundant. Though Kocharyan is thoroughly explaining that during his term the Constitutional reforms had become one of the matured issues of country’s political agenda and one of the commitments of memberships to the Council of Europe, three the most important facts are noted: the consensus consciousness with regarding to its incompatibility to the democratic norms, necessary public expectations to amendments, and the commitments to the Council of Europe, however, hearing ideas about the law, the Constitution and democracy by Kocharyan, agree, is quite unusual, if not, very ridiculous. During the years of Kocharyan in power, three events called “presidential elections” were conducted; the last one was in 2008, March 1 with ten people dead, although the once “interested” forces currently do not prefer to speak about it. Two elections conducted in participation of Karen Demirchyan, and then Stepan Demirchyan, in 1998 and 2003, an ill-treatment, to put it mildly, against the media, murdering of dozens of high-rank officials during Kocharyan’s tenure, October 27… Fifteen years have been passed, and, perhaps, it already seems to Kocharyan that this is enough time for our society to miss the desired times of “worriers”. On January, last year, Robert Kocharyan had introduced three reasons, which induce him to refrain from returning to active politics. In the interview with Mediamax, Kocharyan, in response to the question of whether there were certain expectations of his participation in the presidential elections, but it did not happen, he as a first fact had noted, “The fight for power between two people of Karabakh, between two longtime partners was unacceptable for him; it would create a situation of complex choice for many people and would become a subject for various speculations. In addition, I have once personally suggested the acting president as a successor, and his desire to be re-elected is understandable.” As you see, Kocharyan not only wishes to succeed his successor, moreover, he would not be even against ruling now, by “substituting” Serzh Sargsyan. Actually, Kocharyan’s recent interview is based on the following idea recently expressed by Serzh Sargsyan a few days ago, “I am even confident that the helm of state must not be sought more than twice by the same person in Armenia.” Kocharyan, probably, considered this sentence quite a specific hint to his future plans, and therefore, with his interview, he has decided to “worthily” reverse. With the “results” of the former prime minister’s activities, yes, there is really nothing to be proud of, but the same official, perhaps, has not “worked” bad during Kocharyan’s tenure, in quite responsible positions. It’s true that Hovik Abrahamyan has received a “heavy heritage” from his predecessor, however, “sincerely wishing him success”, Kocharyan seems to be a kind of unhappy that Hovik Abrahamyan has agreed to rule the government. Under Robert Kocharyan’s such reaction, it is interesting that he still assures that he’s not going to enter into debate with Serzh Sargsyan… Apparently, he is already passing to actions, considering the debate senseless, “I regret that the president did not differ the sincere concern for the fate of the country from gloating over the deplorable results of activities of the authorities, says Kocharyan. The “genuine concerns” of the second president seem to be more and more like “nervous” spasms.
