“Non-governmental” government

How to keep a strong position in “non-governmental” field

Yesterday, at the National Assembly, with the ratio of 101 for and 3 against, the ruling Republican candidate Galust Sahakyan was elected the President of the National Assembly. PAP and Rule of Law MPs also voted for the ruling party candidate. According to mass media coverage, the aforesaid MPs had approached and congratulated Galust Sahakyan prior to the announcement of voting results. The representatives of the Armenian National Congress, Dashnaktsutyun and Heritage party did not participate in the voting.

In other words, the members of “non-governmental” “Prosperous Armenia” party, who, as we know, from time to time, act as an “alternative” power, as well as are one of the main role-players of the “magnificent Quartet”, not only participated in the voting, moreover, they voted for the candidate. PAP initially announced that the faction members are free in their choice, and each has voted at his conscience.

In fact, even under such “free” conditions, the PAP is voting not for the representative of the partner structure “magnificent Quartet”, Hrant Bagratyan, but for the governmental candidate, against whom it was regularly acting with criticism. In the case of Hrant Bagratyan, of course, there can be reversals as to why PAP should have voted for him, in the event when his own faction has not supported his candidacy, as a result yesterday Hrant Bagratyan received only 3 votes.

With regard to “non-governmental” members’ activities in the RA National Assembly, Hrant Bagratyan’s nomination, regardless of the votes he received, should be deemed positive, because as of yesterday his nomination resulted in emergence of the stance of the parliamentary “opposition”: an “opposition” faction does not vote for the member of its party, and the other “non-governmental” faction together with ruling majority is voting for the Republican candidate. The Republican Party, which has 70 deputies in the Parliament, had received additional 31 “non-governmental” members’ support during the voting of its candidate (the votes of Rule of Law party members can be subtracted from this number, anyway it does not save the situation), whereas Hrant Bagratyan got three votes.

Under the presence of “non-governmental” forces in the Parliament, the Republican party candidate, Galust Sahakyan, was elected the Speaker of the National Assembly by overwhelming majority. For such election, of course, he should be congratulated as he was elected a President of the National Assembly by joint efforts of RPA, PAP, and RoL. However, our society should be sympathized, because, in reality, parliamentary “opposition” or the “non-governmental forces” are just words, of which the “non-governmental forces”, if necessary, just take the chance to come up with pathetic public speeches about rescuing the “wrecking” country.

In practice, “non-governmental” forces reinforce the existence of the “criminal regime”, moreover, they can only hold their positions in “non-governmental” field by just this kind of activities.
