Hovik Abrahamyan was appointed the Prime Minister at the time when the “Prosperous Armenia” party was trying to become an opposition from the alternative party and even to take the leading role in the opposition Quartet. Anyway, before the appointment of the new Prime Minister, PAP party members’ speeches were more defiant and more decisive, and immediately after the appointment of the new Prime Minister, non-ordinary PAP member Naira Zohrabyan announced that those from PAP members who will accept offices from the authorities would be dismissed from the party. Before that, Hovik Abrahamyan’s appointment was artificially delayed for a few days. Although after Tigran Sargsyan’s resignation it was clear to many that the thirteenth Prime Minister will be Hovik Abrahamyan, yet, the first assembly of the RPA’s leaders on the occasion of the appointment of a new prime minister was ineffective, and probably the RA President possibly delaying the appointment of the prime minister wanted to possibly increase the value of the present. A few words about the present. Prime Minister’s position is a great and unique present for any official and figure, because the prime minister, according to the RA Constitution, is considered to be the third face of the Republic. According to the same Constitution, the second official of our Republic is the Speaker of the National Assembly. In other words, for any other person, receiving the position of the prime minister from the Speaker would be considered a present but nor for Hovik Abrahamyan. But you also saw that the Speaker of the National Assembly assuming the position of the Prime Minister was more than happy and was receiving and accepting congratulations from anywhere, and those who personally do not know him and have not congratulated him, understand that assuming the office of the Prime Minister is the peak in Hovik Abrahamyan’s biography. So far, of course. If Hovik Abrahamyan, personally, rejoices and is happy for becoming a Prime Minister from the Speaker of the National Assembly, it’s his personal problem. But the fact that all of us are convinced that the prime minister’s post is more important and significant than the one of the Speaker’s of the National Assembly, it is more than bizarre and strange. This speaks not about Hovik Abrahamyan becoming the third official of Armenia from the second official, but about all of us, because we all understand and realize that the prime minister’s post is much more profitable than the one of the Speaker of the National Assembly. In other words, not only the top is corrupt, but the brain of all of us is corrupt, including those whose brain is not corrupt, otherwise we would have thought and assumed that Hovik Abrahamyan’s appointment in the office of the Prime Minister is not a promotion but demotion of the position. But we wanted to talk about entirely different subject, the relationship between the new prime minister and the opposition, but we deviated from the subject to quite different direction, though, we think that this deviation was not excessive at all. On the contrary, it was relevant and quite important. As to the relationships between the new Prime Minister and our opposition, we consider them equally important, especially when we realize that the interrelationships between the new prime minister and the opposition are quite different from those of the opposition and the former Prime Minister. And, of course, the new Prime Minister’s and PAP leader’s in-laws relationship also played an important and significant role. It is interesting that although the PAP has still not made any statement about its being an opposition, however, it has an extremely important and decisive role in the relationships of opposition forces. However, after Hovik Abrahamyan’s becoming the Prime Minister, PAP is facing an extremely difficult situation. This is for the next lesson.
