“Brain drills” and fearfulness about Constitutional reforms

“As of today, they are still brain drills, some schemes are presented, since we still have time for recommendations until July 1. As of today, the problem is not in demand by the public, nor there is a Constitutional crisis,” so responded the “Heritage” faction MP Tevan Poghosyan to the question of Aravot.am of whether a Constitutional reform demand or a Constitutional crisis is observed in the public. As we have already informed, the public debate on constitutional reforms has been launched. Tevan Poghosyan, however, does not see, for example, a group of young people or a large stream of electorates who think that constitutional amendments are essential today. To our question of then we needs the constitutional reforms, perhaps, the President of Armenia, who later, as it is often stated, will continue his career in politics as the prime minister. Tevan Poghosyan urged to get the answer from the initiative group and brought the example of the developments in Georgia. According to Tevan Poghosyan, although the majority of the political forces have said that the mechanisms of the government system must be changed, but it is not the only topic that must be evolved at this point. Mr. Poghosyan thinks, “All mechanisms must be changed to have confidence that the proposed amendments are trustworthy by the people. Whereas now they are writing materials, conducting brain drills, suggesting mechanisms, in which they are not the owners of the demand.” ARF member, President of All-National Educational and Cultural Foundation, Lilit Galstyan, views the issue in the domain of existence of the political will, and mentions, “If there is not enough political will, a political conscious in given country that the law should be applied, that the separation and merging between the government branches is exceptionable, and despite the fact that the Constitution stipulates separation of business and politics, but the majority of MPs cynically continues to be the cream of native oligarchy. If we are going to amend the Constitution with such conduct, and consider ourselves satisfied, but the reality continues to be inertia of these defeats, then we will not achieve anything.” But, at the same time, Lilit Galstyan opines that “the political climates that choke everyone can be broke through from a place and they are Constitutional reforms.” Ms. Galstyan pointed out the 100% proportional approval to ARF’s proposed seven fundamental points, which will bring penetration of businessmen to political arena to the minimum. Member of Constitutional Reform Committee, Head of the Department for Constitutional Rights of the YSU, Gevorg Danielyan, in the conversation with Aravot.am, insisted that there are sufficient grounds necessary for the implementation of the constitutional amendments, and mentioned, “The thinking that the constitutional reform as a rule should match or follow the political crises is dangerous. The practice shows that in all the cases in which the constitutional amendments are implemented under the political crisis, fail in the future because they are decisions made in haste and under pressure.” According to Mr. Danielyan, the issue of associating the constitutional reforms with return of the President of Armenia to the position of the prime minister “seems to be regarded as closed, because he so unequivocally responded to the question during the meeting with us.”
