Recently, ARF revealed an agreement on establishing an Economic Union that was signed in 1994. Leader of ARF faction Armen Rustamyan informed that it also says something about the Customs Union and all provisions of the EaEU Treaty. In fact, according to Armen Rustamyan, Armenia had assumed more serious obligations under this agreement.
In the conversation with Aravot.am, leader of ANC faction Levon Zurabyan, in response to our question that, in fact, the bases for EaEU Treaty were laid in 1994, and it is not so that Serzh Sargsyan made this decision in an overnight, the previous government authorities had also accepted this decision and entered into agreement with the Russian Federation, replied, “Do you illustrate the 1994 agreement for justifying Serzh Sargsyan’s 3-year negotiations on Association Agreement to void and the accession to the Customs Union? It is an absurd if this is how Serzh Sargsyan should be justified. If it were the bases of the EaEU, why did they negotiate on the EU Associated Agreement? This is, I’m sorry, an absurd. What has happened in 1994 had happened. I’m sure that it was the then right decision to sign the agreement. I do not see any problem, because at that time, Armenian did not even had its own currency. They were completely different situations. The local currency was just introduced to Armenia. In the late 1993’s, we introduced our own currency, which was exposed to hyperinflation. In other words, it was totally a different situation.”
According to Levon Zurabyan, once there was a document, which was totally equivalent to the then situation. “Now we are talking about nowadays processes. One has nothing to do with the other.” As to why the ARF has now revealed this document, Levon Zurabyan said, “You should ask this question to them.” To our question of why this agreement does not operation, he explained as follows, “Many of CIS adopted documents are not operating. During those times, about 10-12 documents were signed at every CIS summit, but they were not operating.” Levon Zurabyan emphasized that the 1994 agreement was adopted unanimously, “Including by the opposition. This means that no one saw a problem there, including Paruyr Hayrikyan.”
