If I say that pursuant to the Agreement dated March 16, 1995, on deployment of the Russian Military Base in the territory of the Republic of Armenia signed between Armenia and Russia, Permyakov’s case should be investigated by the competent authorities of Armenia, and the punishment (to the point, I do not care about the size of the punishment) should be proposed by the court of the Republic of Armenia, whether it means that I demand the removal of No. 102 base from Armenia. If I remind that, pursuant to the law, the border guards should handover the trespasser crossing the Armenia-Turkey border, regardless of his nationality, to NSS, whether it means that I am against the Armenian-Russian partnership.
When, in response to this logical and legal requirements, Russian officials and advocators begin talking about the “pengs”, the Turkish risks and the US State Department plot, I tend to assume that they are the ones who are politicizing the matter.
Imagine that Permyakov is not sitting in the “Yerevan” penitentiary (“KGB prison”) and our investigators dealing with his (naturally, in close cooperation with the Russian side), what do you think, would the political discussions (and why not, also speculation) of the crime be more than it is now. No, they would be significantly less. It would become not ordinary, but a purely criminal case about a felony. And today, I allow myself to think that the Russian side neglects our state and the nation, thinking that we, their subjects, do not deserve legal solution.
Suppose, there are discrepancies regarding the jurisdiction (though, actually there are not any). But in that case, according to the aforesaid agreement, an Armenian-Russian mixed Commission was to be formed in Yerevan, which would investigate the matter, and if the Commission would be reach to common conclusion, then the matter was to be resolved through diplomacy. I do not clearly understand why they constantly push on the General Prosecutor on this matter who has nothing to do here. Isn’t it clear that the talks were to be held by the foreign ministers, at the minimum. One of the main reasons for the contempt by Russian side, consequently, is that our government does not act as a claimant in this matter.

Going back to perversions by the Russian advocators, I must say that I, nevertheless, am in favor of the Armenian-Russian partnership with both hands raised, including in the military sector. But to make this partnership develop, mutual respect is required. The Russian side does not show this respect with regard to Permyakov’s case (I repeat, partly by our fault). And it would really deteriorate the relations between our countries and the peoples. Turks, “pengs”, the sects and the US State Department have nothing to do with it.
