Who are responsible for Permyakov?

The subject of “Aravot” online “Face to Face” talk show is discussed by Vice-Chairperson of “Free Democrats” party Anush Sedrakyan and politician, also writer Gurgen Yeghiazaryan

Aram Abrahamyan – What do you think, has Permyakov committed this crime? If so, was he alone or he had accomplices?

Anush Sedrakyan – Since I’m not an expert criminalist, I, not in the least, would like to suggest daring hypotheses in this sector. I would rather talk about the fact that Permyakov is the so-called “collective” character. Of course, there were a lot of rumors with regard to making this crime similar. Such offenses may happen by different motives, sometimes even in the absence of the motive, but he Permyakov’s character, were he alone or three, four of them, etc., it’s all the same, it is a collective character. In other words, Permyakov represents a formal structure, and this structure is the representation of another country’s military facility currently deployed in the land of sovereign Armenia. If collisions occur on a domestic basis, or crimes are committed by a motive on the grounds of avail, private revenge or madness, these crimes by themselves are a bit like a natural disaster. The official military facility was obligated to check the mental condition of its representative, in other words, it is assumed that no mentally sick person should be in the base, moreover, the foreign country base, there should no person using drugs, as well as a person who had some personal accounts. These people need to be checked by relevant authorities.

  1. A. – Isn’t there a special service in the military base?

Gurgen Yeghiazaryan – Of course, there is and it is called a special unit, which, of course, watches what the soldiers are doing, and definitely simultaneously watches whether they betray their homeland or not.

  1. A. – Have they checked Permyakov or not?
  2. Ye. – We look at this so-called Permyakov scum by considering an ideal military base and ideal conditions, and of course, we all know what scum we are dealing with. But let’s make one thing clear too whether generally the solders in the military bases have ever committed a crime, I would say, definitely yes. The United States has military bases in 60% of countries, as a rule, these countries are simply pressed under the crimes committed by these military bases. This does not mean that this scum, this perpetrator and this murderer should have raise his hand on a whole family in Gyumri, never, no.
  3. A – In other words, you think that he has done it alone.
  4. Ye. – He was given the address, has passed 3-4 kilometers along the city of Gyumri, has passed from one end to the other and reached the specific address. Here, there is a crime, improper implementation of duties by his commanders, negligence. But crime differs from the offense that in case of the latter there is no adequate response. In other words, if first and foremost, the Russian authorities could have been oriented correctly from the execution of the crime, I am not talking about the Armenian authorities, because we see that the Armenian authorities reacts to the Russian government response a day late. When the reaction is to hush up, conceal, be elaborating from mental illness up to I don’t know what hypothesis, negligence becomes a criminal accord.
