“I am sorry that the Commissioner’s report addresses such problems, such concerns and recommendations that also existed some ten years ago. The Council of Europe Commissioner for Human Rights Nils Muižnieks, in his report, makes a reference to his predecessor Commissioner Hammarberg’s report and evaluations, indicating that even during his predecessor Commissioner the problems raised were not yet solved during his visits. They indicate our state’s being inconsistent,” said human rights activist Arthur Sakunts. According to him, the Commissioner’s report shows that CE is consistent with the issues of recording the problems and presentation of suggestions and recommendations. “This means that they do not ignore the problems that exist. This gives us a fundamental estimate and a fundamental recording by the international body regarding the problems in the human rights and legal system. This report states that all the attempts that allegedly Armenia fulfills its obligations to the citizens of Armenia by the Constitution and the international treaties are far from being true.”
As interpreted by Arthur Sakunts, the international structure has recorded problems that must be solved, otherwise Armenia will be in trouble. “Armenia is a member state of the European Council, and the Commissioner addresses the human rights situation in the Council of Europe member states with specific facts. In the Council of Europe, Armenia in terms of the implementation of its commitments cannot without taking the estimates made in the report by the Commissioner into account. Armenia officially announces about its readiness to work with the EU, under which it expects also financial support for the reforms in the institutional judicial system. The problem is that the financial support can be expected only if concrete steps are taken to address the problems that are raised by the Commissioner. This is also a tool to measure and evaluate the object: solve this problem and you will get the support, if not, you will not get it.” Recall that today the Council of Europe Commissioner had published a report on Human Rights situation in Armenia.
