“Parliamentary system is not acceptable in a warring country.”

Chairman of the Christian Democratic Party Sos Gimishyan said that it is necessary to define such provisions in the new Constitution that would exclude the external governance and the pressure by giving a chance to Armenia to provide the maximum individuality. Though now the parliamentary and semi-presidential governance model is being discussed, anyway, Sos Gimishyan has studied only the parliamentary model and does not consider it acceptable. “What is proposed is unacceptable for me. In case of the parliamentary system, the decisions are made in the result of collective mind, but let’s look at today’s Armenia, it is a warring country, where the decisions should be taken very quickly, for instances, about the Karabakh and other geopolitical matters. While the parliamentary system is not acceptable for the warring countries, in terms of making operative decisions, the model of presidential governance for the warring countries is better and safe.”

In his words, the parliamentary governance model is not acceptable also in the case of joining the EaEU. “Our country is headed to the EaEU, where the presidents are gathered, and all of a sudden the prime minister is attending who is elected not directly and has a secondary mandate. Our prime minister’s word will not cost a penny here.” Sos Gimishyan is sure that the three presidents should withdraw from the politics so that Armenia could breathe with a hope to move a step ahead. “It would be correct if the constitutional amendments clearly indicate that the candidate after being elected twice shall have no hope of being elected a president.”
