Earlier, with regard to the NKR elections, the OSCE Minsk Group and the US State Department were constantly saying that they do not recognize the election results, and they cannot affect the Minsk Group negotiation process. On Sunday, given the parliamentary elections held in Artsakh, a significant change was observed both in the OSCE Minsk Group Co-Chairs’ and the US State Department’s statements. They affix that the Artsakh people has the right to determine its own destiny, even though they do not recognize the election results. Political scientist Stepan Grigoryan considers this change positive and significant. “This means that the civilized world is sending a message to Azerbaijan. Azerbaijan has a very tough posture, offers preconditions and is reluctant to resume the negotiation process, and if it continues this way, at some point they will recognize the Artsakh”. In this respect, the political scientist considers holding elections in Artsakh correct, as well as the creation of a positive environment, which can also change an atmosphere in the settlement process of the issue.
