“Self governs”

When the Constitution of Armenia was to be adopted in 1995, the oppositions were joking about the section of the draft on local self-government, “Self governs.” Meaning that the first figure of the country will actually govern the communities. Unfortunately, this forecast was not correct, and the state structure obtained this kind of character. The power of our country is too centralized and is organized by the “administration – Governor’s Office – Village Mayor’s Office (municipalities) vertical”, and only the final link is called “local self-government”, in fact, it is one part of the state governance.”

The head of the community is absolutely not an independent entity, he can formally be a member of any political party (not an RPA), he can also be called a “non-partisan” but in reality he does what he will be ordered by the Governor’s Office, in other words, the state governance body. When the members of the ruling party boast that they, unlike the other parties, “are working well in their places,” it means that in these “places”, like everywhere else, the administrative levels, ranging from the police and ended by the glorious electricity network, are in their hands. But it is absolutely not a political work.

Most importantly are these levers, the remaining is lyrical effusions. Both RPA and the rest of the parties are implementing the “political work” as follows. An RPA member visit a village, gets off his “Jeep” and slightly pulling his trousers (to avoid getting them into the mud), and asks, “How are you, dear people.” The answer follows, “We are fine, king bro. We have only one problem, can you help us? and they articulate the problem. The RPA member, “Wait, I will make a call.” He is calling, and either solves the problem or does not. An opposition member visits a village, gets off his Jeep and asks, “How are you, dear people.”

The answer follows (by the same people), “Oh, we are not good, king bro. When are we going to get rid of them? Do something, and kick them off.” The opposition member, “Yes, people should come together to become a fist and put an end to this criminal regime. We will let you know at our next rally.” After this, in both cases, the politicians get on their Jeeps and go back to Yerevan. And the village people are left alone with their village mayor, who if willing to be useful to his community, he should “be good” with the Governor’s Office. Because the community almost does not have its own funds and is entirely dependent on the whims of the regional center.

The village mayor perhaps may also have his small business, which is also dependent on the aforementioned powers. Hence, draw a conclusion about who governs the community.
