Those who associate the poor work of Armenia’s Electric Networks with Russian management specifications are falling into exaggeration. There is, for example, “ARMENAL” (former “Kanaz”) plant in Armenia, whose management is also from Russia, which, however, works to the highest European standards. On the other hand, it is not that any European management is good. In the first half of the 2000s, the Greek company OTE, which owned our country’s telecommunications was as an ineffective owner as ENA and delivered as low-quality services.
OTE has also announced that it is doing some investments, but we, the consumers, never received them. At that time, it was also said that if the prices once go down, then, period, “ArmenTel” will be destroyed, and we would absolutely be void of communication. But as soon as other providers of communication showed up in the market, it appeared that the communication can be both inexpensive and high quality, and none of the three providers goes bankrupt.
It is clear that the el. network is a natural monopoly, and to force this organization to operate well it is pretty hard. What I mean is that “applying” to the consumers’ pockets for solving own financial problems is the character of all poor managers, regardless of the national identity. While the contemptuous attitude towards other country’s citizens and the Parliament, and voicing intimidations instead of admitting own mistakes is due to not the national factor but the circumstance that ENA belongs to the country, whose elite perceives us, Armenians, as their subjects, a second class people who, anyway, will not “flee” anywhere and with whom you can do anything you want.

I must say that we have given this opportunity many times and will continue giving, and it is our “bent back” that enables the CEO of ENA, Yevgeny Bibin, not to attend the discussion of the problems encountered by his company. Obviously, depriving his facility of the license should be a political decision, to which our authorities would not go for it.
However, there is another factor here. The corruption, uncontrolled expenditures, and “lost” investments create an atmosphere that is entirely beneficial to our state officials. Without the direct involvement of these officials, the ENA would not “manage” working so inefficiently. Hence, the process of “eating” is carried out jointly and again is not due to national identity.
