– Azerbaijani human rights defender Elchin Behbudov announced that “Let the whole world see what humanities actions are conducted by Azerbaijan. Armenian captive Andranik Grigoryan is in custody in Azerbaijan in good conditions while Shahbaz Guliyev and Dilham Asgarov are ill-treated in NKR.” Elchin Behbudov intends to refer to the international organizations in this issue. How will you comment on this?
– Elchin Behbudov has a unique approach to understanding a “good custody conditions”. Perhaps, thanks to the warm and friendly relations with Azerbaijani Minister of National Security, which he loves to be proud of, Elchin Behbudov has obtained the skill of not noticing the fact of using the Armenian captive for torturing, killing or other promotional purposes that has become a regularity in Azerbaijan recently. The whole world witnesses these very flagrant violations of the international humanitarian law by Azerbaijan. As for custody conditions for Dilham Askerov and Guliyev Shahbaz, members of the Azerbaijani intelligence-diversion group committing a number of dire crimes in the territory of NKR and being convicted for them, then I am sure that Elchin Behbudov is well aware that their detention conditions are in conformity with the international laws. This fact according to the Azerbaijani press was confirmed earlier this year by the ICRC Peter Maurer. Unlike Azerbaijan, Nagorno-Karabakh is abide by its assumed commitments to respect and fulfill the international humanitarian laws.
