As interpreted by political analyst Stepan Safaryan, the OSCE Minsk Group American co-chair James Warlick, in the interview on the Nagorno-Karabakh conflict settlement, has talked about the compromise options and has made a significant emphasis. “He was talking about a specific component by making a significant emphasis that this component should be viewed among all other components. This component is a part of the package and he did not want to pay tribute to the Azerbaijani interpretation that Armenians should leave the territories and return them. He has almost hinted that all of this can happen in the context of obtaining all the remaining agreements in a complex. Generally, Warlick has emphasized the importance of compromise solution and the continuation of the negotiations in this direction,” said Styopa Safaryan.
According to his observation, Warlick’s this statement was no different from the previous statements made in May. “He does not compel the parties to accept the solutions but recalls that what is agreed upon, no one has refused them so far. It is obvious that Baku is not interested anymore to discuss the options put on the table.” Mr. Safaryan sees a clear call in Warlick’s words addressed to the parties: not to go for conflict unfreezing and to sit down at the table of negotiations. “This statement singles out from the previous ones by the fact that the previous interview was prior to the summer escalation, although, many were already seeing the dangerous dynamic, this one speaks of the last year escalation and sounds a bigger alarm that it can be repeated, especially since the violations of the cease-fire regime are carried out not by the burst of machine-gun fire but the bigger-size weapons.”
