ANC said to Donald Tusk that there is almost a consensus to reject the Constitutional initiative

President of the European Council, Donald Tusk, met with the representatives of 4 parliamentary opposition parties and spoke about domestic issues and the constitutional amendments. In the interview with Aravot.am, Head of the PAP faction, Naira Zohrabyan, said that the EP delegation had previously announced that the details of the meeting are not subject to publishing. So, she just said that each faction at the meeting presented its own views, and nothing new was sais by any political force. The meeting was attended by Ms. Zohrabyan and Vahe Enfiajyan (PAP party), Mher Shahgeldyan (RoL party), Armen Rustamyan and Lilit Galstyan (ARF), Levon Zurabyan and Vladimir Karapetyan (ANC), and Zaruhi Postanjyan and Armen Martirosyan (Heritage).

Head of ANC faction, Levon Zurabyan, said that it is out of the political ethics to present who has said what at that meeting, but they can say exactly what view the ANC has expressed. Levon Zurabyan said, “We have described in detail how the elections institution is destruction in Armenia. What scope of election frauds are taking place, which is why Armenia has entered among the countries where the change of the regime, in essence, is impossible through the elections. The victory of the ruling political party is ensured by the election fraud. This was not enough, now, they are trying to supplement the constitutional veto on a third presidential term. This is done in a very cunning manner, allegedly a transition is made to a parliamentary governance. In fact, their plan is to approximately create a 1977 Brezhnev Constitutional situate, with the help of which Serzh Sargsyan shall control over all the spheres.”

The ANC has also noted that the constitutional amendments are possible if there is a broad consensus of political forces. “We informed that there is no such a consensus, moreover, there is almost a consensus to reject this initiative. We have said that the parliamentary Trio once held mass rallies against these amendments, and the government tried to form their required political consensus via repressions. We have said that there were repressions, they forced the head of one of the parties to quit the politics.” There was a reference related to the published provisions of the draft. Levon Zurabyan said that they have said that the provisions make it clear how the ruling political force is trying to affix its monopoly also constitutionally. At the end of the meeting, Levon Zurabyan had asked Donald Tusk to notify the Venice Committee that there is no consensus in Armenia regarding the constitutional reforms. “There is a consensus among the opposition factions only on one issue – reforms in the Electoral Code, and here, the ruling force is resisting.”
