Recently, the expressions like “insane” and “certificate on insanity” are often used with regard to the arrest of Syunik governor’s son, Tigran Khachatryan. Indeed, it is very likely that like the previous times for killing a man, Tigran was released with the excuse of “self-defense”, now, too, the justification of making the young man blind in one eye will be turned into “mental problems”. It is clear that as our illiterate parliamentarians, all of them without exception, have a diploma of higher education, so it is easy to buy any reference from the doctors.
In reality, it seems to me that a person who “gets the upper hand” upon somebody and to prove his being “preferential” and the son of a “powerful father” regularly resorts to violence, he really has mental problems. But the same problems occur with local officials and oligarchs in Armenia who do not know where to spend their stolen money and build golden lavatory bowls. I do not know how it is called in the sciences, but I would call it a “MIDAS syndrome.”
But if we are talking about the criminal offense, then the “mental problems” are not enough, it should be determined whether given person is sane or not, whether he is responsive to his actions or not. In this matter, Surik Khachatryan, I am sure, will not have problems and the “obtain” such a reference too. But in this case, a problem arises about why UYV has awarded the insane young man dismissed from the army by the “certificate on insanity” a medal, where and how Tigran has managed to “guard our land”.
Indeed, the accurate “diagnosis” of the situation is the impunity. Apparently, people strive for the office and money also to meet their “mental” needs. The logic is as follows: since I sacrificing all possible moral principles have become the owner of this position and this money, I should at least enjoy it, crash and smash all around, beat and kill people and allow my friends do the same.
“Then why I have suffered so much.” Such thinking is typical not only to Surik Khachatryan but also dozens of other people. Simply, Syunik governor has his specifications associated with his criminal record and convictions.
The answer to this thinking should be given by the state and its institutions, first and foremost, the investigative agencies and the courts, which does not happen in Armenia. Otherwise, if we leave everything to the “mental needs” of the officials and oligarchs…
