What means were used to compensate the affected journalists in Baghramyan Avenue on June 23

We all remember the events in Baghramyan Avenue on June 23, 2015. Not only the citizens but also the media was affected by the police actions. Various comments were voiced regarding this issue, in particular, the mater was related to the compensation of the damage caused to the media. How, by what means, legally or illegally? Lawyer of the “Freedom of Information Center”, Gevorg Hayrapetyan, yesterday, in response to the question of “Aravot”, replied that on August 6, the Center, with a written request to get information, has applied to the Police of Armenia asking for the following information: what means were used to buy the journalistic technical equipment: budgetary, extra-budgetary or other, which as a compensation were given to the “Liberty” radio station journalists affected in Baghramyan Avenue on June 23, 2015.

One of the questions was under which criminal case or administrative or disciplinary proceedings it was decided to purchase these journalistic technical equipment and give it to the journalists, please provide the copy of this decision (decisions), and how much money is spent to purchase the mentioned equipment for the purpose of a compensation. Lawyer Gevorg Hayrapetyan says that the Police of Armenia has responded to the FOICA inquiry, but has failed to provide the information requested by Question 1, and has mentioned, “by the police means”. President of “Freedom of Information Center” NGO, Shushan Doydoyan, said to “Aravot” that the Police have provided an incomplete response 5 days after sending the inquiry. The answer is considered incomplete as the Police did not provide the information to FOICA requested in question N 3. Although the response is dated August 7, but the date of the postal seal on the envelope of the letter shows that it was sent on 10 August.”

Shushan Doydoyan attracted attention to the fact that seemingly adequate response is formal, and it has become a reason for sending the double inquiry to the Police of Armenia. FOICA guided by the provisions of RA Constitution (Articles 27.1 and 27) and the RA Law on “Freedom of Information” (Article 6), is requesting to answer whether the equipment was purchased by budgetary, off-budgetary or other means, which were given as a compensation were given to the “Liberty” radio station journalists affected in Baghramyan Avenue on June 23, 2015. To the point, according to the RA Law on “Freedom of Information” (Article 9), the answer to the written inquiry to get information is given within 5 days after the application is filed. Hence, the Center once again urges the Police to stay within the deadlines. The double inquiry, according to our information, they have received on August 25.
