To the question of Aravot.am that RPA has made 300 recommendations, so which of the specific provisions the RPA faction is concerned about, RPA faction member Vahram Baghdasaryan replied, “Everything, article by article, clause by clause is discussed, and if recommendations incur on any article, they are discussed. I do not think that there would be provisions in the Constitution, which can be considered principal, all of them are principal for us. There are editing options, there are principal issues. However, the plenary session received the option that should be submitted. We present our concerns, this is not the whole commission here but the member of the commission who should represent their commission. There should also be discussions and as a result, the recommendations will be presented at the plenary session.”
Vahram Baghdasaryan said that the representatives of the factions often agree with the experts during these meetings, however, there are cases when the recommendations are passed. To the question of whether some changes are likely to take place regarding the second round, Vahram Baghdasaryan said, “Everything is going on as normal, already with new wording. It is very clear that if an adequate majority is not formed, there could be a second round, the rest should be formulated according to the Electoral Code. In other words, not much should be enshrined by the Constitution because it is a norm of the law and the Electoral Code will already define all of them.” We clarified that this means that the Venice Commission recommendation was passed saying to move it to the Electoral Code, Vahram Baghdasaryan replied, “It already seems to be an agreed version with the Venice Commission, which will be in the final version.” However, Vahram Baghdasaryan said that the provision of forming a stable majority should be left as it is.
