Importantly not the color of the official’s eyes but her vision about the work of her headed Ministry
The comments on Arpine Hovhannisyan’s appointment in the position of a Minister of Justice are the best coverage of the thesis of how everything in Armenia is perceived by a strictly personal level. Without having clear standards and, consequently, expectations of how the Ministry of Justice should work, we are discussing the Minister’s age, gender and the color of eyes. The discussers lack not only having a vision about a state institution, moreover, they do not know what are the scopes of the responsibilities of this institution, in this case, the Ministry of Justice. Indeed, the personal characteristics of the head of this ministry are also important, but the matter is about practical data rather than the appearance. We have the opportunity to assess primarily Arpine’s activities as a lawmaker because this work was more public.
For me, for example, it is important how a person composes his thoughts, whether it is necessary to edit and cut these thoughts to make his words get to the reader. In the case of this lawmaker, there was no need for it, and I consider it an unequivocally positive feature. Also, the experienced eye cannot but notice the newly appointed minister’s aspiration to constantly learn something and self-improvement. I wish Arpine’s “head does not dizzy” because of the position and she would not lose this feature. It’s another question of whether the new Minister of Justice will manage to bring the corrupted “beast” of her system to order. It is already not a personal but rather a systemic problem. And we know what the system looks like.
Let us not waste time on presenting it, instead, I would say a couple of words about the role of the media. The monthly income of an average official (not to mention about a high official) working in such systems is tens if not hundreds times higher than the monthly income of any newspaper’s or online journalist’s income and especially the income of those individuals who earn money by Facebook “statuses”. Its consequence is not only the fact that no “bad things” are written about them, but also (which is more dangerous) those who are willing to change something for the better sincerely or driven by their interests are discredited. Hence, let us also feel our commitment in the “background” of our defects. Expecting that someone will come to somewhere: intelligent, patriotic and uncorrupted, and will be able to correct something is from the sphere of fantasy.

Only the consistent reforms of the institutions are capable of correcting the situation. For example, the institute of probation in the same sphere will significantly restrict the appetite of the prison guards. Otherwise, everything turned into a fight of “criminal” and allegedly “non-criminal” individuals and groups. Armenia’s entire political history after the 1996 presidential election is a history of overcoming the political crisis. The population sees its “savior” in the person and this person, voluntarily, imagines himself as a “savior”, while the government does everything possible to neutralize this “savior”. If the new constitution is passed, there would be a “brigade of saviors” and the commentators will discuss the age, height or eye color of this brigade. Hence, the solutions, of course, are not in the constitutional amendment. The solutions are in the formation of realistic expectations.
