On September 28, the Parliamentary Assembly of Council of Europe (PACE) starting in Strasbourg will proceed tense for Armenia. As we have already informed, two problematic reports are put before the Assembly for consideration: about the Nagorno-Karabakh and the Sarsang reservoir. One more problematic issue was added: Armenian activist Vahan Martirosyan’s request for a shelter from Azerbaijan a few days ago. And, indeed, the Azerbaijani delegation to PACE will use this fact for anti-Armenian propaganda.
Member of the Armenian delegation to PACE, also leader of the Prosperous Party of Armenia, Naira Zohrabyan, expressed an opinion in the interview with Aravot.am that definitely Azerbaijanis will touch upon “such a glorious opportunity” in their speeches and even assumes which delegate “will use the specific paragraph of the interview by this animal”. Ms. Zohrabyan assured that the posture of the Armenian delegation is definite. “Everywhere, one can find one or two such animals and use them. I am just very sorry for the child, but this is another topic to talk about.”
Back to the reports, Ms. Zohrabyan noted that the agenda of this session of PACE has not included the reports on Nagorno-Karabakh and Sarsang. “Robert Voltaire will not manage to submit his report because it is not ready, nor Milica Marković will present her report on the Sarsang reservoir. However, in the relevant committees – social and political – Voltaire and Marković will present these reports. The posture of the Armenian delegation about Voltaire’s report is definite: we will continue boycotting a report where the PACE does not have the mandate to prepare it. It has been born as a result of Azerbaijani-Turkish lobby. Voltaire has a connection with this report as much as I have with the crown of the Great Britain. This report has long ago been written and put in relevant structure in London, and Voltaire or his successor will put their signature underneath at the most convenient moment when it will be completed, not earlier than in January session.”
Regarding the report of Marković, Ms. Zohrabyan said that it is prepared by “a semi-literate woman, who did not understand that Sarsang is located in Nagorno-Karabakh”. According to Naira Zohrabyan, these facts speak of the PACE as a structure who does not care about its reputation. To our observation of whether under this circumstance, it is possible for the PACE to have a serious attitude to the arguments of Azerbaijanis about the Armenian man seeking asylum in Azerbaijan, Ms. Zohrabyan replied, “We have no trepidations as everyone understands that in every country one can find one or several of these animals, livestock and villains who are always used for propaganda purposes. Definitely be sure that we will present our definite position on both this animal and the ones using him.”
