As per Davit Harutyunyan, the e-governance system is an ongoing process
“IT allows creating a new quality product,” said the Head and Minister of the RA Government Chief of Staff, Davit Harutyunyan, during the “E-Armenia” conference on September 29. He noted that the electronic governance system is an ongoing process and there is no beginning and no end. He noted that Armenia has made one step in this direction, the most key element is carried out – the electronic signatures. And the next step will be the mobisignature, a chance to sign thru the phone. “We have made a lot of steps that allow making the system more transparent, such as an interactive budget. In this regard, we have made a very serious progress. And very often, the critical articles about this-or-that expense by the government is based on the interactive budget, for the whole information is open to the public, and we consider that it is one of our key achievements, although almost every day or at least 3 times a week, we are reading serious critical articles about our expenditures.”
He thinks that the database needs to be decentralized, there should be no centralized database, it also needs to be flexible. Referring to the weaknesses of the system, Davit Harutyunyan said that security is the key element here and the person must be confident that his/her data are used for proper purposes. “It seems to me that we will be looking into the future today, in terms of the quality, and see that the e-gov is changing the concept and is changing our society,” said Davit Harutyunyan.
