CEC Chairman Tigran Mukuchyan is familiar with the media publications reporting about the inflated voters’ lists and assures that they are disinformation. “The voter list is compiled based on the citizen’s full age (eighteen) and his registration in the Republic of Armenia. If a person has a registration in Armenia and the right to vote, the information about his is entered into the voters’ list. Therefore, if given person is absent from the country or was absent for a long time, these are not substantiation for removing the person from the voters’ lists. A person can be removed from lists if he/she submits an application for withdrawal of the registration, or the owner, under whose address there is a registered citizen, the owner applies to a competent authority to remove this person from the registration in a manner defined by the law.
As for comparing the number of citizens included in the voters’ lists with the statistical figures, then the latter is derived from a completely different principle. The statistical indicators related to the census are the available population and those who are absent temporarily. The latter are the citizens who are absent from the country for no more than one year, if the person is absent for more than one year, his data are not included in the census data, but if he continues to be registered, the information about him continue to be on the list of voters.” In Mr. Mukuchyan’s words, it is not possible to imagine an absolute ideal voters’ list because some time before these lists are compiled and forwarded to the Commission, but if someone dies on the Election Day or one, two days before, the information about them is still on the lists.
