According to human rights activists, the statements at the RA Police on conducting an investigation regarding the election frauds registered during the referendum are mainly the results of pretty tough statements by the Western structures, namely, the US Embassy. Head of the HCA Vanadzor Office, Arthur Sakunts, in an interview with Aravot.am, assured that even the effective investigation of criminal cases with separate episodes cannot be essential for identifying the complete snapshot of the violations.
He argued, “There was an organized stuffing, 60-70 percent more than the attended voters’ lists. I argue that it is the case, they should check it, which will reveal the organized nature of the frauds.” Arthur Sakunts informed that the next day following the referendum, they reported the Prosecutor General’s Office, but no answer yet. In this respect, he said, “Let them check and deny, and if they are not checking, it means that they conceal the crime. Stuffing is a measureable unit, if let’s say 1.300.000 people took part in the voting, while there was 300,000 stuffing, then it has affected the results of the voting. I announce that I am ready to go to jail for false testimony, if after checking it turns out it is not so.”

Referring to the statements about a bear’s service, Mr. Sakunts said, “The organized nature of the frauds should not be transferred to the formulation of bear’s services by separate individuals. I argue that the stuffing carried an organized nature, let them check and deny that no such a thing has happened.” The member of the RA Constitutional Court, former Ambassador of ECHR, Alvina Gyulumyan, refrained from commenting on the process of the referendum and substantiated, “I am a judge of the Constitutional Court, and it is very likely that it may become a subject for CC discussion, if I express an opinion today, then tomorrow, I will not have the right to be involved in this case.” By the impression of the Chairman of the Armenian Helsinki Committee, Avetik Ishkhanyan, maybe a few people formally will be punished to show to the international organizations that they are doing something. However, according to him, if it were really a serious investigation and the law enforcement would really investigate the case rather than implementing instructions, then the referendum was to be declared null and void.
We wondered whether a new political culture is formed under the name of a bear’s service for disclaiming the responsibility from the true responsible for the electoral frauds, Mr. Ishkhanyan responded, “I do not like this word, but I have heard it still in the 1998 elections. This expression is now repeated by everyone, one after another with serious faces. In this respect, I remember a famous film about Munchausen, in which it says that all the stupid decisions are made with a cute expression of the face. Simply, it is sad looking at people’s face with such serious expression. In fact, more the bears have worked with their instructions and the precincts where there were no observers, and they have remained safe. And the bears that were caught by chance, the blame will be nailed on them. But let them not worry, the punishment will be formal.”
