In December 17, 2015, during the public hearings held in the village of Tekali, Georgia, Chairman of Gazakh-Agstafa branch of the Helsinki Associate in Azerbaijan, Doctor of the Gazakh city hospital emergency service, Khamis Masimov, emphasizing the role of civil society in the Armenian-Azerbaijani conflict settlement, noted, “I think that the civil sector should be more active on this issue, to elaborate a plan with which it should gradually move forward. If we do not know what we are going to do tomorrow, what we should do 3 days later, what are we talking about? Well, the non-governmental organizations are almost eliminated in Azerbaijan, no problems are left with non-governmental organizations, a few human rights defenders who today, more or less, are left on the surface, they are attacked politically and economically. In Armenia, the civil sector can, more or less, work.”
