The best opportunity to enhance the Armenian influence in the world is the establishment of the Pan-Armenian Parliament. The lawyer Tigran Sargsyan is confident of this. According to him, there will be national programs for the Armenian people that will go beyond the state borders and will be implemented beyond the state politics too. Therefore, it is necessary to outline the national management system that will ensure the development and implementation of national programs. As Tigran Sargsyan said, driven by the necessity organize a unified management of the Armenian people, to present and protect its common interests, the idea of having a Pan-Armenian Parliament has long ago been matured, “The mentioned national management institute will be a way of consolidation of all Armenians and the best way of network management.”
T. Sargsyan thinks that the first phase of the unified national management system will be the Pan-Armenian Parliament, however, the management system requires constant development. “We can forecast that one day, the Pan-Armenian Parliament will cede the special powers of the executive to another institute of national management – the national government. As a primary and starting point of the Pan-Armenian Parliament, we can single out the development and adoption of the Pan-Armenian Constitution. The right of initiating the establishment of the Pan-Armenian Parliament belongs to any Armenian, any Armenian community in the world and, indeed, the Republic of Armenia has a great commitment and invaluable role as the most massive pan-Armenian organization. Regardless of which of the Armenian communities in the world will first come up with the initiative of establishing a Pan-Armenian Parliament, the Republic of Armenia must be introduced as the guarantor of the implementation of this idea,” said the lawyer.
