Vladimir Karapetyan.  Resolution provides opportunities for Azerbaijan to accuse us of occupying Karabakh

“Undertaken but very unsuccessfully. Because it is the first document in the history and it is Serzh Sargsyan’s unique heritage to the Armenian people the international reputable organization mentions that the Nagorno-Karabakh is occupied by Armenia,” said Board member of the Armenian National Congress, Chairman of the Foreign Affairs Committee, Vladimir Karapetyan, in response to the question of Aravot.am about the steps initiated by Armenian authorities to neutralize the anti-Armenian reports at the Parliamentary Assembly of the Council of Europe.

Note that the today’s PACE winter session rejected the report prepared by British parliamentarian Robert Walter with the heading “Escalation of violence in Nagorno-Karabakh and the other occupied territories of Azerbaijan” and sent it back to the Commission for Political Affairs but the report by Bosnia parliamentarian Milica Marković with the headline “Inhabitants of frontier regions of Azerbaijan are deliberately deprived of water” was passed.

According to Vladimir Karapetyan, the wording of “Azerbaijan’s territory Nagorno-Karabakh is occupied by Armenia” included in the report by Milica Marković is very dangerous.  “And it is also the result of the policy that Armenia runs and the negotiations. I strongly regret that such a big play-card is given to Azerbaijan for the settlement of Nagorno-Karabakh conflict.”

He emphasized that during its history of independence, Armenia, especially until 2008, was able to convince everyone that the issue of Nagorno-Karabakh is a self-determination issue.  “This document (Article 4) states that the Assembly denounces and condemns the occupation of adjacent territories of Nagorno-Karabakh and Azerbaijan. Article 7.1 directly demands the withdrawal of the Armenian forces from Nagorno-Karabakh and the surrounding territories. It is very good that the other resolution is not passed but the situation has not been eased at all and has even worsened. All mediations voiced at the PACE by the RPA representative, in other words, presented by the delegation are rejected and this speaks of the Armenia’s reputation.”

Vladimir Karapetyan believes that Armenia’s authorities were unable even to make the statements of the OSCE Minsk Group Co-Chairs serve our interests. “Having such a powerful trump card, a serious argument, Armenian was not able to use it. A wording was specified in the resolution that will give great opportunities to Azerbaijan to develop this fictitious allegation in other instances too.”

To our questions of whether the Minsk Group statement played a role for not passing Robert Walter’s report, the Chairman of ANC Foreign Relations Committee replied, “It had a big role. It was very important and I consider this statement positive. Once again, the failure of the delegation was put sharply that was unable to use this statement for passing an Armenophile wording.”
