· There were a total of 3979 inmates in Armenia in 2014, which amounts to 131.9 inmates per 100,000 inhabitants, which is slightly higher than the CoE average of 124 persons.
Since 2005, this indicator (number of inmates per 100,000 inhabitants) almost doubled (from 87 inmates to 131 inmates).
· Share of females (4,8%) is comparable to CoE average (5%).
· The problem of prison overcrowding was not observed: there were 90.5 inmates for 100 available places in custody, comparable to the Europe’s average of 94.
· Armenia has the highest in Europe share of inmates sentenced from 5 to 10 years (46,7%, or almost every 2nd inmate).
· Total number of releases in 2013 was 2 531, which amounts to 84 people per 100000 inhabitants.
· In 2013, 19 deaths in penal institutions in Armenia were reported, out of them 2 suicides.
· No escapes from penal institutions were reported in 2013.
· Factors influencing prison population in Armenia:
o Amnesties: 36;
o Individual pardons: 6;
o Collective pardons: 0;
· Armenia has a ratio of 3.1 inmates per one custodian – comparable to European average.
· Total budget spent by the Prison Administration in Armenia in 2013 was 13.5 mn euro. Average daily expense per inmate was 9.3 euro, which is five times lower than the CoE median of 45 euro. The lowest daily expenses per inmate are in Ukraine (slightly over 2 euro/day).
